I think that’s ridiculous.

Firstly, Mark is a far inferior actor and would never be able to pull off a story like that. They don’t give him heavy emotional stuff outside a scene or two because he can’t pull it off. His bread and butter is playing a Lothario.

Secondly, Puck is a supporting character, not a main one, and would never get a story of this magnitude. It was never his to lose because it was never his story to begin with.

Thirdly, Puck doesn’t even have a brother. He has a sister.

The character of Puck has always fared best in small doses of comic relief and that’s why they’ve kept him like that across three seasons. People who lament that Puck’s story was stolen from him are the people who have their heads stuck so far into fanfiction where Puck is a lead that they can’t separate fanon from canon because in any canonized version of the show, Puck would never be given this kind of material.
